In 2021，upholding the decisions of the Party Central Committee，SAFE’s General Affairs Department regarded learning the Party history as an essential political task throughout the year，and actively provided suggestions on "what is of vital importance to the nation". We prioritized major tasks while improving overall coordination. At the same time，we accelerated reforms and innovation to secure people’s livelihood. Due to practical actions，we have fulfilled responsibilities to get foreign exchange administration off to a good start in the "14th Five-Year Plan" period.

China Forex: The General Affairs Department is also known as the Policy and Regulation Department. What was the progress in the foreign exchange legal system in 2021? What measures will be taken next?

Yang Jun: The SAFE attaches great importance to the rule of law，which has been applied to encourage the reform and innovation of foreign exchange administration and improve its governance capabilities. The General Affairs Department (Policy and Regulation Department) has always followed the guidance of the Party Central Committee on pursuing law-based governance，law-based exercise of state power，and law-based government administration in all respects，and worked for a market-oriented，legalized and international business environment. First，strengthen the top-level design of the foreign exchange administration legal system. Our department has conducted in-depth research on changes in domestic and foreign economic and financial situations，foreign exchange administration reform measures and effectiveness evaluation，market demand and implementation channels，and revised the Regulations of the People's Republic of China on Foreign Exchange Administration. Second，improve the transparency of policies and regulations. The Catalogue of Major Effective Regulations on Foreign Exchange Administration on SAFE’s official website updated every six months has instructed the foreign exchange market self-disciplinary mechanism in order to establish an inter-bank platform for consultation on common problems. SAFE’s branches have extensively carried out legal publicity in various forms such as online quizzes，micro-videos，radio dramas，and electronic posters. Third，standardize the law-based administration of the foreign exchange administrative system. The General Affairs Department has carried out laws and regulations training to assist the law enforcement officers’ conducts in accordance with the law. SAFE has conducted the unified test of law enforcement qualifications in the entire system for the first time，in order to improve the quality and capability of law enforcement personnel from the outset.

In 2022，under the guidance of Xi Jinping Thought on the Rule of Law，our department will improve the legal work in foreign exchange administration，and better play the role of the rule of law in securing fundamentals，stabilizing expectations and benefiting long-term interests. First，improve the quality of foreign exchange administration laws and regulations，and enhance the reform and opening up in this field through the rule of law.
